SLF4j not logging Debug logs with java Util log bindings .

    Description

      Log statements with Debug and Trace levels are missing inspite of setting logging level for java.util.logging to ALL .
      Issue occures when java utill logging is set as bindings .
      Attached is a test project to reproduce the problem .
