LevelFilter should not match exact filter, but greaterOrEqual

    Description

      LevelFilter currently matches EXACT level, it would be useful to match on greaterOrEqual instead.
      This would allow setting filter to DEBUG for instance, and it would allow INFO,ERROR etc through
